BMKG Empowers Pacific Small Island Developing States Through the Basic Instruction Package for Meteorological Technicians (BIP-MT) Training Program

TANGERANG SELATAN, INDONESIA, 24 July 2026 — The Agency for Meteorology, Climatology, and Geophysics of the Republic of Indonesia (BMKG)/Indonesia Regional Training Center of WMO, through its Center for Human Resources Development, has successfully conducted the self-paced learning phase of the Basic Instruction Package for Meteorological Technicians (BIP-MT) Training from June 29 to July 24, 2026. This training is part of the UNEP CIS-Pac5 programme, an international capacity-building initiative specifically designed for personnel from the Pacific region, hosting three selected participants: two representing the Tuvalu Meteorological Service and one representing the Cook Islands Meteorological Service.

This BIP-MT curriculum aligns with WMO-No. 1083 standards, focusing on core competencies in physical and dynamic meteorology, synoptic and mesoscale meteorology, climatology, and observation methods. 

To ensure the highest standard of instructional quality, this training program is fully supported by a joint team of subject matter experts drawn from the Directorate for Instrumentation and Calibration of BMKG and the State College for Meteorology, Climatology, and Geophysics (STMKG). This initial distance-learning phase serves as a mandatory preparation to the upcoming face-to-face offline phase, scheduled to take place in Jakarta and Tangerang, Indonesia, from August 3 to August 28, 2026.

The self-paced learning component was strategically designed to allow the Pacific participants to independently achieve foundational BIP-MT competencies utilizing specialized academic materials hosted on the BMKG Learning Management System (LMS) platform. To monitor progress and ensure academic accountability, the Center implemented a rigorous weekly evaluation framework consisting of standardized pre-tests and post-tests. The quantitative data gathered from these assessments indicated high levels of comprehension and diligence among the cohort, with every participant successfully satisfying institutional standard expectations by achieving scores well above the minimum required baseline. 

With this self-paced learning phase successfully concluded, the participants are now fully prepared to transition into the intensive onsite classroom and practical-based modules of the offline phase at the BMKG Headquarters and the STMKG campus.
